Is the circus in town?

So today's pic o' the day is:

I don't really know what this is or why it's there but this is outside of the building I work in. It's right behind the Zeigfield Theatre. I pass by it many days on my way into work but tonight as I left work it was just shining there in all it's glory. I find it funny cause it's just there between two buildings. I'd love to know what it means.
